How can the appellate authority decide?

Before the appellate authority decides, the first-instance authority has the opportunity to make an interim decision within two months. In the context of this decision, the appeal can be rejected, the decision can be annulled, or it can be amended in any other direction. Only rejection of the appeal is impermissible. Any party can file a request for a decision to be taken by the appellate authority within two weeks, which suspends the interim decision. The appeal is then submitted to the appellate authority.
