Who is responsible for and who conducts the investigation stage?

The public prosecutor’s office in whose district the crime was committed or attempted (place of the offense) is primarily responsible for conducting the investigation stage. The concrete investigative activities (e.g. seizures, personal searches, telephone surveillance) must be ordered by the public prosecutor’s office and in some cases even approved by the court, but the practical implementation is usually carried out by the criminal police.
