What can I do if access to files is refused?

Since access to files is merely a procedural order, there is no remedy against a refusal. It can only be contested within an appeal against the decision in the matter. If the proceedings are already concluded, however, the refusal is made by decision. Against this decision, there is the possibility of filing a complaint with the competent administrative court.
