What is a major procedure and when is it conducted?

If it is expected that more than 100 persons will be involved in an administrative matter (so-called “mass procedures”), it is at the discretion of the authority to conduct a major procedure. The purpose of such procedures is to avoid typical errors, such as defective summonses or notification of decisions.

One of the peculiarities of a major procedure is that the oral hearing can only be announced by edict.
