Authorities are, of course, not obligated to accept applications or notifications at all times. Oral or telephone submissions are only to be accepted during office hours for communication with parties, and written submissions are only to be accepted during office hours. However, authorities have the discretion to accept oral submissions outside of office hours or written submissions outside of office hours.
