Are the negotiations public?

As a rule, the court’s decisions in enforcement proceedings are made without prior oral hearings—these are only provided for by law in certain cases. If such a hearing does take place in exceptional cases, it is only open to the parties, as is the case in insolvency proceedings. Public hearings are only held at the auction (e.g. real estate execution).
