If an administrative offense is also criminally punishable, can punishment be imposed under both legal bases?

No, an administrative offense is only punishable if it does not fulfill the elements of a criminally punishable act. According to the principle of non bis in idem, no one can be punished again for a punishable act for which they have already been convicted.
