Is it mandatory to be represented by a lawyer in administrative proceedings?

No, in principle, all participants in administrative proceedings who have legal capacity can represent themselves. Legal capacity generally applies to all persons over 18 years of age. Therefore, there is initially no mandatory representation by a lawyer in administrative proceedings, although it is mandatory before the Constitutional Court (VfGH) and the Administrative Court (VwGH).

If there is no obligation to appear in person, you have the option of being represented by an authorized representative. This representative does not necessarily have to be a lawyer.
